The Cryptic Voice speaks to Vincent and taunts him in his waking hours. He does this while Vincent washes his face in the Stray Sheep bathroom and sometimes in-between drinks of alcohol. During Vincent's nightmares, the voice is known as The Mysterious Voice.
The voice belongs to Astaroth, a Crowned Prince of Hell said to be the patron of inquisitors. It is the being responsible for the creation of Babel (and in extension, the existence of Dumuzid and the Nightmare).
